In 1997, Mr. Jeffery argued the case before the Missouri Supreme Court - Corvera Asbestos Abatement v. Air Conservation Commission - which invalidated the State's Asbestos rules.

In 1992-1993, Mr. Jeffery served on the Missouri Air Law Advisory Group (MALAG), which was the first major negotiated rulemaking conducted by the Missouri Department of Natural Resources and which concerned the development of the Operating Permit rule in Missouri.
